The Grand Ursa was completely confident in his empire, and it's ability to succeed against these trying times.
That was not the case prior to the emergency calling of the Ursa Council earlier that cycle. Meeting before the first sun began to crest the mountain range to the east of Capitol Valley, the council consisted of the ten most important Morkons in the entire empire. The Ursa Majors arrived first, Grozzlr taking his seat to the right of the Grand Ursa'a, and Mangr sitting next to him. Then the Minister of Economics arrived, followed by the Minister of Commerce, with the other ministers following closely behind. Last to arrive was the Grand Ursa himself, bring with him a newcomer to the council.
Before even sitting down, the Grand Ursa began his address, leaving the newcomer standing awkwardly at his side. "Gentlemen, last cycle, our patrol craft encountered signs of other intelligent life in the galaxy." Very few, very select members of the council already knew, of course: not much happened in space without Mangr, the Ursa Major Admiral's knowledge, and the Ministers of Justice and Research had been alerted to begin drafting new laws for trials of illegal aliens, and to commence research on translation equipment, respectively. However, the other members had been left in the dark, until now.
"We knew, eventually, that this must happen. When asked if there was other life in the galaxy, the standard answer was, until now, to stoop and run a cup through the ocean, replying, 'Despite there fact that there are no Giagons in this cup, we know that Giagons plague our waters', after all. However, unlike the accursed Giagons, these outsiders appear not content to eat away at our swimwear and do us no lasting harm. They appear to be gearing up for an immediate invasion, and it was through luck alone that we caught them."
Taken aback, most of the ministers seated around the huge, wooden table had nothing to say. However, Grozzlr, ever the thinking Morkon's soldier, immediately piped up. "Do we know what their capabilities are? What of their military might?"
Holding up a paw to silence questions, the Grand Ursa continued. "Our expansion fleets did not get a good look at them before being destroyed by their cruisers. We know only of their rough borders, some of their naval capabilities, and their intent to attack us in the immediate future. That is why we must immediately redouble our efforts at combat fleet construction, ensuring that we have adequate forces to defend our territories."
At this, the Minister of Agriculture, a smaller Morkon with distinctive black and white patterned fur, spoke up. "Does this mean that our attempts to find new planets to spread out to, to colonize and grow upon, has been stymied? What of the expansion to the galactic east?" She looked positively downtrodden, as if all her work had come to naught.
Attempting to sound reassuring, the Grand Ursa said, "No, by no means is the mighty Morko Empire going to let this stop us from finding Ordomorko-"
"Now you know damn good and well that Ordomorko is not to be found in the galaxy at large!" The Minister of Energy, always quick to defend his stance on their race's eternal quest, was practically roaring at the assemblage. "It is to be found in us, when we are at our most perfect state!"
Raising his paws threateningly, Mangr rose out of his seat. "If it was to be found within us, Chargr, then by now we would have FOUND IT!" The Minister of Energy rose as well, before a deafening roar was heard from the head of the table.
"BE AT PEACE! We have come here not to bicker on about our future, but instead to verify that we will indeed HAVE ONE! Sit down, both of you. As I was saying, expansion to the galactic east will continue, as planned, until we either fulfill our destiny or run out of space to fulfill it in. However, since we seem to have hit a snag in the east, we will resume our efforts of expansion to the galactic west as well, and perhaps find in that direction that which we seek.
"The reason I gathered us today was primarily to inform you of our new threat, but also to introduce to those who have not met her, young Shaan. Graduating top of her class at Drogan Management and Communicating Arts, Shaan is a master at communicating and dealing with difficult situations. She will be taking this council's number from ten to eleven, as three cycles from now, she will be inducted as the first Minister of Foreign Affairs, and will also earn her suffix. Everyone, please welcome Shaanar to the Ursa Council..."
After that, the meeting went smoothly, with the newest member fitting in nearly immediately. Never before since the Morko first left their home continent and began conquering their homeworld had the Ursa Council's membership positions been altered, but with the coming threat and new difficulties faces with being but a member of an interstellar community, The Grand Ursa thought it best. Given the way the meeting ended up, The Grand Ursa was completely confident in his empire, and it's ability to succeed against these trying times.
